Article 1
Purpose
These Terms of
Use are intended to prescribe matters concerning the conditions of use and
operation of the services provided by “Seers Ifu” hereinafter referred to as
the “Site”.
Article 2
Definitions
The definitions
of key terms used in these Terms are as follows.
1.
Member: A person who agrees to the Terms of the
Site, provides personal information, registers as a member, enters into a
service use agreement with the Site, and uses the Site.
2.
Service Use Agreement: An agreement entered into
between the Site and the Member in relation to the use of the Site.
3.
Member ID hereinafter referred to as “ID”: A
unique combination of letters and numbers assigned to each Member for Member
identification and use of the services.
4.
Password: A combination of letters and numbers
selected by the Member to verify that the Member matches the assigned ID and to
protect the Member’s rights and interests.
5.
Operator: The operator who opens and operates the
website for the service.
6.
Termination: The cancellation of the service use
agreement by the Member.
Article 3
Rules Other Than These Terms
The Operator may
separately announce and provide operational policies when necessary. If these
Terms overlap with such operational policies, the operational policies shall
prevail.
Article 4
Formation of Service Use Agreement
1. The
service use agreement shall be formed when a person who wishes to register as a
Member and use the Site agrees to these Terms and submits an application for
membership, and the Operator approves such application.
2, A
person who wishes to register as a Member and use the service shall be deemed
to have expressed consent to these Terms by reading these Terms at the time of
applying for membership on the Site and selecting “I Agree”.
Article 5
Application for Service Use
- A user who wishes to register as a
Member and use the Site shall provide all information requested by the
Site, including user ID, password, nickname, and other required
information.
- A Member who does not register
true information, such as by misusing another person’s information or
registering false information, may not claim any rights in relation to the
use of the Site and may be subject to punishment under applicable laws.
Article 6
Privacy Policy
The Site and the
Operator do not possess passwords among the personal information provided at
the time of membership registration, and matters related thereto shall be
governed by the Site’s Privacy Policy.
The Operator
shall make efforts to protect Members’ personal information, including
membership registration information, in accordance with applicable laws.
Protection of
Members’ personal information shall be governed by applicable laws and the
Privacy Policy established by the Site.
However, the
Operator shall not be liable for any information exposed due to reasons
attributable to the Member.
If a Member
registers or distributes illegal posts, including posts that harm public morals
or violate national security, the Operator may review the Member’s materials
and submit such materials to the relevant authorities upon request from the
relevant institutions.
Article 7
Obligations of the Operator
- If opinions or complaints raised
by Members are deemed reasonable, the Operator shall process them as
promptly as possible. However, if prompt processing is difficult due to
personal circumstances, the Operator shall make its best efforts by
providing subsequent notices or sending messages or emails to the Members.
- In order to provide the Site
continuously and stably, if facilities fail or are lost, the Operator may
request the Site to repair or restore them without delay. However, in the
event of natural disasters or unavoidable circumstances affecting the Site
or the Operator, the operation of the Site may be temporarily suspended.
Article 8
Obligations of Members
- Members shall comply with the
matters prescribed in these Terms, all regulations established by the
Operator, notices, operational policies, matters announced by the Site,
and applicable laws. Members shall not engage in acts that interfere with
the business of the Site or damage the reputation of the Site.
- Members may not transfer or donate
their right to use the service or any other contractual status under the
service use agreement to another person, nor provide such rights as
collateral, without the express consent of the Site.
- Users shall exercise due care in
managing their IDs and passwords and shall not allow a third party to use
their IDs without the consent of the Operator or the Site.
- Members shall not infringe the
intellectual property rights of the Operator, the Site, or any third
party.
Article 9
Service Usage Hours
- In principle, the service shall be
available 24 hours a day, 365 days a year, unless there are special
business or technical difficulties. However, the Site may temporarily
suspend the service on dates or times designated by the Site for regular
system inspections, expansion, or replacement. Temporary suspension due to
scheduled work shall be announced in advance on the Site’s homepage, so
Members are advised to check it from time to time.
- The Site may temporarily or
permanently suspend the service without prior notice or announcement in
the following cases:
- Emergency system inspection,
expansion, replacement, failure, or malfunction;
- Force majeure events such as
national emergencies, power outages, or natural disasters;
- Suspension of telecommunications
services by a key telecommunications service provider under the
Telecommunications Business Act;
- Cases where normal service use is
disrupted due to excessive service usage or similar causes.
- In the event of service suspension
under the preceding paragraph, the Site shall notify Members in advance
through notices or other means. However, if prior notice is impossible due
to service suspension caused by reasons beyond the control of the Site, subsequent
notice may replace prior notice.
Article 10
Termination of Service Use
- If a Member wishes to terminate
the service use agreement with the Site, the Member shall apply for
cancellation of registration online. Termination of use of the Site and
termination of the service use agreement with the Site shall be handled
separately.
- Upon application for termination,
Site-related programs provided by the Site shall be automatically deleted
from the Member management screen, and the Operator shall no longer be
able to view the information of the applicant for termination.
Article 11
Restriction on Service Use
Members shall not
engage in any of the following acts. If a Member engages in any such act, the
Site may restrict the Member’s use of the service, take lawful measures,
terminate the service use agreement, or suspend the service for a specified
period.
- Registering false information at
the time of membership registration or when changing information after
registration;
- Interfering with another person’s
use of the Site or misusing another person’s information;
- Impersonating the Site’s
management, employees, or related persons;
- Infringing the personal rights or
intellectual property rights of the Site or any third party, or
interfering with their business;
- Illegally using another Member’s
ID;
- Collecting, storing, or disclosing
another Member’s personal information without that Member’s consent;
- Acts objectively deemed to be
connected to criminal activity;
- Any other acts that violate
applicable laws.
Article 12
Management of Posts
- The Operator shall be responsible
for managing and operating posts and materials on the Site. The Operator
shall continuously monitor inappropriate posts and materials. If
inappropriate posts or materials are discovered or reported, the Operator
shall delete the relevant posts or materials and warn the Member who
registered them.
Meanwhile,
Members shall be responsible for the posts they upload, and Members shall not
post any content that violates these Terms.
- If a public institution, such as
the Information and Communications Ethics Committee, requests corrective
measures, the Operator may delete or move posts without the Member’s prior
consent.
- The criteria for determining
inappropriate posts are as follows:
- Content that severely insults or
damages the reputation of another Member or third party;
- Content that distributes or links
to information that violates public order or morals;
- Content that encourages illegal
copying or hacking;
- Content intended for commercial
advertising;
- Content objectively recognized as
being connected to criminal activity;
- Content that infringes copyrights
or other rights of other users or third parties;
- Content otherwise deemed to
violate applicable laws.
- If the Site or the Operator
receives a request from a third party to suspend a post on the grounds of
infringement of rights, such as defamation or intellectual property
infringement, the Site or the Operator may temporarily suspend the post.
If litigation, settlement, or a decision by a relevant institution or
equivalent procedure takes place between the requester for suspension and
the person who registered the post, and such result is submitted to the
Site, the Site shall comply with it.
Article 13
Storage of Posts
If the Operator
of the Site must suspend the Site due to unavoidable circumstances, the
Operator shall notify Members in advance and make every effort to ensure that
posts can be transferred smoothly.
Article 14
Copyright of Posts
- Copyrights to posts uploaded by
Members within the Site shall belong to the Members who posted them. The
Site may not use such posts commercially without the consent of the
poster. However, this shall not apply to non-commercial purposes, and the
Site shall have the right to display such posts within the service.
- Members may not commercially use
materials posted on the service, including arbitrarily processing or
selling information obtained through use of the service.
- If the Operator determines that
content posted or registered by a Member on the Site falls under any item
of Article 12, the Operator may delete, move, or refuse registration of
such content without prior notice.
Article 15
Compensation for Damages
- The Member shall bear primary
responsibility for all civil and criminal liabilities arising from this
Site.
- The Site shall not compensate for
damages suffered by Members if such damages are caused by force majeure,
such as natural disasters, or by the Member’s intentional act or
negligence.
Article 16
Disclaimer
- The Operator shall not be liable
for any damages arising from a Member’s failure to obtain expected
benefits from the provision of the Site’s services, or from the Member’s
selection or use of service materials.
- The Operator shall not be liable
for failures of the service infrastructure of this Site or
telecommunications services provided by other telecommunications service
providers. Damages arising in relation to the service infrastructure of
this Site shall be governed by the Site’s Terms of Use.
- The Operator shall not be liable
for any materials stored, posted, or transmitted by Members.
- The Operator shall not be liable
for service interruptions caused by reasons attributable to Members.
- The Operator shall not be liable
for any activities between Members, between Members and third parties, or
any other activities inside or outside the service, including data
transmission and community activities.
- The Operator shall not be liable
for the authenticity, reliability, accuracy, or content of materials
posted or transmitted by Members, or any materials that Members may
receive through this Site.
- The Operator shall not be liable
for any damages arising from transactions of goods or other items
conducted between Members or between Members and third parties through the
service.
- The Operator shall not be liable
for any disputes arising between Members or between Members and third
parties without reasons attributable to the Operator.
- The Operator shall not be liable
for damages suffered by Members due to system failures that may occur
without intent or gross negligence equivalent to intent during the
management, inspection, repair, or replacement of servers or other
facilities, or during the operation of software; system failures caused by
third-party attacks; the spread of computer viruses for which
countermeasures have not been developed by renowned domestic or foreign
research institutions or security-related companies; or other force
majeure events beyond the control of the Operator.
Addendum
These Terms shall
take effect from May 26, 2026.
